[Notice] Guide Scoring Update

This made guide scoring unstable, able to be changed drastically by a single downvote. We're implementing some changes behind the scenes to stabilize voting decay so that guide rankings aren't so easily moved, but still flexible enough to shift over time. Overall, you should see more intuitive rankings, with strong, tested guides being placed above new guides with a handful of upvotes.
