Why do farm count more than kills? Because kills give you money too.

... Aren't you answering your question right there?

Getting 15-18 minions is worth the same as a base kill, and getting 15-18 minions is way easier than killing an interacting champion being controlled by a human being (unless you're playing against really bad players).

If you want to get good you need to farm. Not doing it is like playing basketball and refusing to pass the ball to other players, you're only denying yourself of an advantage.

This is the key part in Ekki's post above, it's a matter of risk assessment. Sure, if you can choose between a guaranteed kill or a guaranteed minion wave worth of farm, you should pick the former. In many cases, however, the choice isn't that straightforward and the choice between farming minions, trying to harrass your lane opponent or going in for a kill is dependent on a whole bunch of factors (score, matchup, presence of junglers, etc.).

Kill gold is unreliable. You can go 0/3/0 Top Lane, but if you have 300 farm by 30 minutes, I can 100% GUARANTEE you, you are going to be a greater asset to your team than the enemy Top who is 3/0/0 but has 150 farm. You probably finished your build with all the gold you got and hit level 18 already. He didn't. It is as simple as that.

The nice thing about killing an enemy during laning phase is that you're denying the enemy farm (and, near the end, to knock down their turret) while you are still able to farm, so you're getting an advantage. If you have to give up a substantial amount of your own farm to deny the enemy a bit of farm, it's simply not worth it.

But in all honesty good CS can benefit you more in the long run

Good CS and kills, Great
Good CS and a few kills, also great
Good CS and no kills, hey at least your in position to start doing things
Good CS and a few deaths, well at least your still in the game
Good CS and a lot of deaths, just wait for the enemy to mess up and you can get back in

Bad CS and a lot of kills, okay but not the best
Bad CS and a few kills, not really helping anyone here.
Bad CS and no kills, at this point there is really nothing to do but hope to be carried
Bad CS and a few deaths, sorry mate
Bad CS and a lot of deaths, kiss your chances of winning good bye.

Good CS is by all means a skill worth having and placing importance in!
