When do the off-base items become viable choices?

[/quote] Well no but [[Ionic Spark]] gives you 50% increased AS, but I'm talking about how ridiculous the splash damage would be because of it's passive, imagine a carry who could do all the damage to every target simply by attacking one target! that would be crazy, not saying it would work at all, just a hypothesis :) It would probably only work on characters that already have aoe effects and are AD melee characters because of [[Tiamat]]'s effect.[/quote]
