u should rather put 9 21 0 or 21 9 0
Personally i prefer 9 21 0, he has great synergy with the defensive tree and the movementspeed also helps alot+the cd reduction from it, so not even worth discussing about utility tree.
The utility tree got kinda useless with the rework and is mostly only good for supports to put more then 9 points into it, i go 9 0 21 or 0 15 15 on my supports usually.
