I've been trying to main Jayce top lane for a good bit now, and I'm doing fairly well. However I'm struggling to understand what to build if I'm losing a lane. For example: I was against Zed and I started with Boots and 3x Health Potions. He slowly beat me out of lane, but I didn't know how to counter this. Do I want to stay in lane further? Is it a good idea to get a Vampiric Scepter? Overall, I'm simply unsure of what to build in what situations, and what to do in these situations. Any help would be appreciated, thanks.

Zed is an AD-based Assassin. As such, your first step towards surviving him is getting armor, starting with a Ninja Tabi

An item that usually helps top laners make up for some of the bullying is Heart of Gold (which is getting removed next patch, sucks). It gives you HP, GP10 and builds into Randuin's Omen, a great Anti-AD item. Another good option would be a Doran's Blade or two, since they give good overall stats. Finally, start your Phage.

Play carefully, try to win trades through pokes. Use your bonus damage from changing from melee to ranged form. Disengage him with your E in hammer form if he uses his ult on you, so as to reduce the damage impact from it. Ask for ganks, although Zed is relatively elusive.

Jayce has pretty high base damage afaik, so just buy a Trinity Force as second-third item and you'll be fine in that aspect (and maybe add Bloodthirster as fifth-last item).

Everything else has been mentioned by FalseoGod above me, only thing I could add is make sure your jungler has some stun/hard slow so Zed can't get away from ganks.

What about in the instance that my poke isn't worth it? - I'm not doing much damage and it wastes a lot of mana, do I want to out-sutain him, or just play defence?

jayce top you should build brut + thirster most of the time (with 2 dorans inbetween)
boots, why not tabi vs physical? And maybe a chainvest vs sbd like zed to stop the burst...
imo you should still go the poke build just with some armor inbetween (it will build into ga after bt anyways later).
So keep starting boots +3 pots and just go aggro and poke. You will widdle him down before he can do the same to you if you play carefully

If you are beginning to lose a lane, buy the following:
Health Potion.
Doran's Blade.
Sight Ward for awareness.

Buy the above 3 as needed and you should be able to make a comeback. Don't be afraid to ask for jungler help too.
