Scaling vs Flat bonus attack damage runes for Ashe

I've been playing League for a couple weeks now, and I'm trying to get a handle on runes. To my noob eyes, the scaling attack damage runes seem better for Ashe since they're giving back more AD by level 10, and continue to get better. That said, the flat stat bonus seems great for very early game encounters. Is there an empirically better choice for Ashe? Is this even worth wondering about at level 11?

Scaling AD runes indeed are better.
Whole point of runes and masteries is mostly to get better early game stats. That's the case for AD carries too, like Ashe.
As you probably noticed, her damage sky rockets as soon she gets Infinity Edge and Phantom Dancer, but sometimes struggles to get to that point.
To conclude, flat ad runes are better for early game, they will carry you to the late game easier than scaling.

Flat ad runes.
They are usefull for farming and early encounters.
As a ad carry Ashe needs a lot damage from the start to do heavy damage for first blood or good farmings. That will make her more powerfull in early game.(used in ranked)
My earlu league years i tought scaling was better but my friends told me I couldn't help them much or do heavy damage early game that guides to a feeded champ of your own side.
All i want to say is:"it depends on your gameplay but i recommended flat runes.

Flat are for early game damage. It all depends on if you want to pump up her strengths (late game) or diminish her weaknesses (early game).
