Does Kill Stealing exist in ARAM?

I understand that for example the ADC should get the kills before the Support but I do believe that its best to "KS" and get an advantage for the team than to step back and allow the ADC to get the final hit because theres a good chance that moment break will be all the enemy needs to run away safely.
