I used to think that way I believe a lot of the problem in the community with "Elo hell" is the player mindset. Players let any one thing get them Down in a ranked and they need something to blame it on, thus Elo hell was born. Look at ranked this way, it's a trial to see if you belong in the Elo or not if you can't carry a game against people the same Elo as you than you'll stay around the range which I think of as "true Elo" once you get better however once you improve at the game with practice and determination you can start winning and climbing out of your true Elo.
TLDR:Elo hell is a mindset keep playing and you will be at the Elo you belong in.

It depends on the role you play and the champs. I had a friend who has 4 accounts @ 1800 elo and he says he can do another one easy up there. In ranked he played 80% annie and he has a win ratio of 90%. Just learn a hardcarry champ really well (trynda, AOE burst CC champs, ETC) and you should be able to win most of your rankeds as them.
