Always start with doran's blade, health potion, and a warding totem. The AD is only 2 lower than from the long sword. But the lifesteal and health are very usefull in the beginning, because as Lucian, you are very squishy, so the extra health, and the lifesteal give you some in-lane sustain.
Go back if you have 1300, or 1600 gold. Buy the B.F. sword, and the shoes if you have 1600. The boots are important. In combination with your E it gives a nice bit of movement speed, and therefore easier escapes.
THIS IS WHAT YOU WANT TO DO
If you farm good and go B before the opponent ADC goes back, you will force their ADC to go B when you arrive in lane again, because the 40 AD from the BFsword gives you a lot power to poke with the Q, aa, and it makes farming a lot easier. So their ADC must go back to buy their first Items, and in that time you want to try to do the first damage to their turret. But when you do so, watch out for gankers, make sure you and your sup have enough health to push and not die if a ganker comes.
It is very important that you finish Essence Reaver first. This is because The attack damage, CSC, and CDR, all work very good on lucian. The mana restore is very nice, it makes you a lot less mana-hungry. It give sthe first 20% CSC. After that you want to start building on Infinity edge.
Why infinity edge as second item?
In the 100% crit lucian, the Infinity edge is debatable the most important Item, because the passive (Critical strike deal 250% damage instead of 200%) makes tha crits a lot stronger. It gives you 20% CSC, so we are on 40% CSC now. Also the 65 AD is very nice to have, because with those items you already build 130 bonus AD. That means that with standard AD(80), a critical strike already deals over 500 damage. This makes waveclearing very easy, and gives you the opportunity to push hard and get the turret. (If that didnt happen already)
By now you want to be equipped with Essence reaver, Infinity edge, Bersekers greaves, and either phantom dancer or rapid firecannon. When to choose which one. Actually the only 2 things you base that choise up are:

If you have the feeling that, despite of bersekers, you still lack movement speed while attacking, and your R gets dodged too easy because your MS is too low, or if you need it to escape a lot. BUY PHANTOM DANCER.
The 5% movement speed is nice but especially the passive: 7% bonus MS when an enemy is in a 500 units range, give you a lot of mobility.
If you get harassed quite easy by the other ADC or maybe the sup, also buy phantom dancer. The second passive makes your last hit opponent deal 12%(!) less damage to you for 10 seconds after you hit them.
If you rule bot lane, or even the entrie field, go for Rapid firecannon. It also gives MS and 30% crit. So either way you now have 100% crit.
Since we already have 5 items in our build, we only have place left for one item. Since you have 100% CSC, the only thing you want more of, is AD! So this is a bit of a free choice, But I recommend Bloodthirster, because the armor passive makes our squishy lucian quite a bit less squishy. And ofcourse the 75AD makes every critical strike deal 187,5 extra damage. Also the 20% lifesteal makes lucian very strong in 1v1 fights, because with the crits dealing over 700 damage, every shot heals Lucian for 20% of that, which is 140 HP per shot.
Other options are:
-Death's Dance if you need the 10% extra CDR (which you dont really need, cause the aa's are much stronger than the ability's. You already get 30% cdr from essence reaver. So I don't think it is better than bloodthirster.
-Duskblade of Drakhtarr if you need some armor penetration. But if you play against some heavy tanks with a lot of armor, you can better buy Lord Dominik's regards.
