Overview
The main difference from the 'Korean MF' builds and reason I felt the need to write this, is using Armor penetration runes instead of attack speed, which does make a significant difference in lane.
Also - Miss Fortune has pretty decent mobility when you just add a few movement speed items to her strut.
Miss fortune's thing is her passive, her base AD is so much lower than other marksmen that you always lose a longer fight, where you just continuously attack a single target, so using armor penetration reds will add some punch to your love tap, which makes short trades and poking stronger. Unless the enemy bot lane has a lot of magic damage (ex. Karma support), it's a good idea to use (scaling) cdr blues, since the more often you can use your ult, the better.
Natural talent over vampirism - your skills scale with both, AD and AP.
Precision over Intelligence - this build focuses on armor penetration and while the extra 5% cdr might be nice, this build focuses on maximizing your armor penetration.
Thunderlord's decree - most of your trades will involve 3 hits - AA > Q > AA, so this does give you some extra damage in lane.

The main idea is to stack flat armor penetration, so you basically do true damage vs targets without any additional armor items.
After 3 items and boots, you should look to get either Maw of Malmortius or Death's Dance - depending on whether the enemy team has more magic damage or AD. Maw adds even more armor pen to your build while DD gives cdr and makes it harder to burst you down.
For games where the enemy team is really low on magic damage, consider buying Talisman of Ascension - it gives 45 armor, bonus movement speed near towers (so pretty much anywhere outside of jungle) AND a short burst of even more speed - almost like a mini Sivir ult AND free gold.
After 3 items and boots, you should look to get either Maw of Malmortius or Death's Dance - depending on whether the enemy team has more magic damage or AD. Maw adds even more armor pen to your build while DD gives cdr and makes it harder to burst you down.
For games where the enemy team is really low on magic damage, consider buying Talisman of Ascension - it gives 45 armor, bonus movement speed near towers (so pretty much anywhere outside of jungle) AND a short burst of even more speed - almost like a mini Sivir ult AND free gold.
In teamfights, you want to stay in a safe distance, so you don't die too early and then just press R, as soon as you find that 'safe spot', where no one can kill you or disrupt your ult. Preferably, when someone on your team has managed to lock the enemies with hard cc.
Other than using your ult to claim pentakills, you want to alternate between targets whenever possible - to reset your passive and maximize your damage. For an example, the best case scenario would be lining up two enemy champions, hitting the one in the back, Q the front, then auto the front and within the time it would have taken to get off two auto attacks, you've dealt the damage of 8 attacks (4 hits, love tap pretty much doubles the damage, Q is an auto attack reset)
Alternating between targets is also a good idea when you need to kill the nexus towers as fast as possible, since your love tap passive also works on towers. For any other tower, it's always a good idea to hit minions with your Q, to reset the passive on the tower and lower the CD on your W.
If your team has managed to get a few cloud drakes and especially if you did decide to buy talisman and have over 9000 movement speed by now AND it looks like a good idea, you can also make good use of your speed by split pushing and simply running away if someone comes to stop you.
