So since this isn't a very in-depth guide for Ekko, I would recommend you know the basics of Ekko. For example using your ult to escape from situations, using your e to get over walls and using your q and w to slow and stun anybody that tries to stop you.

The whole point of this build is to be a snowballing tank that kills you very quickly but has and insane amount of health. Basically, like a Hecarim. Now the reason why you go ad/tank on an ap champ is simple. So the whole point is for you to activate sheen by doing an ability like e, which makes your next auto deal more damage(almost twice as much) and get the e bonus to your auto even more. Once you get sheen you hit a massive power-spike where you deal half of their health with just an e and you still have q and w available.

Basically you will snowball into a super-tanky bruiser, with a redo button, that can carry any game you throw at him.
