Soraka is very powerfull champion as well as support or AP carry. I found Soraka as excellent AD carry. This sounds weird but she is very powerfull AD Carry. Infuse cost 0 mana and it is your main ability. You can easily refresh mana of your lane partner and also you can do big troubles to your enemies. AD Soraka still has powerfull heals, which means Astral Blessing and Wish. This can be very helpfull when you are in troubles. Last spell is called Starcall. Starcall is for AD Soraka good support damage spell. You can use it for bigger aoe dps. Soraka´s sickle which means her autoattack is slow so you need atack speed runes and quickly buy Phantom dancer.

+ Great support magic damage (Spammable)
+ Strong already at level 1
+ Strong early and late game.
+ Grant magic resist (passive)
+ Can refresh mana to her allies (Nerfed, she cant refresh mana herself anymore)
+ Your Wish will grant you assist from wherever you are.
- Very squishy
- Often aiming at teamfights
- Nerfed heal from 10 to 20s cooldown
- Slow movement speed
- Need excelent farm
- You need a brain, its not one click hero
For great laning u need perfect line partner. Here they are.
Best lane partners:
Taric - Taric is best lane partner for AD Soraka. Taric has stun, which can be deadly for enemies. Soraka grants magic resist, taric grants armor. Soraka has silence as well. Triple heal lane + mana regeneration = Infinity HP and Mana.
Sion - Sion is too good choice, he has stun and big damage.
Alistar - Alistar is CC king, he can give enough time for AD soraka to strike enemy down.
Cho´gath - Cho´gath has deadly silence + Q AoE CC and lot of damage.
Good lane partners:
Ryze - Ryze has nice snare and great damage, but he is too very squishy.
Morgana - Morgana has snare and perfect shield.
Lux - Luxs snare is very nice, she can snare more than 1 enemy, she can slow your opponent as well. Her damage output is nice.
Runes are very important part of AD Soraka.
1x Greater quintessence of desolation
2x Greater quintessence of strength
9x Greater glyph of alacrity
9x Greater mark of desolation
9x or 4x Greater seal of alacrity
9x or 5x Greater seal of resilience
Armor or Attack speed depends on you.
Best summoner spells:
Surge is pretty nice spell. When the surge is active it gives you more attack speed and ability power for ur heals and starcall.
Ignite will decrease opponent's healing for 50% and do some pretty damage over time. Its necessary to get this spell.
Ghost is pretty nice spell for AD Soraka, sometimes you will have problem with your slow movement speed when u need to escape or finish your opponent.
Next summoner spells:
You can easy mess with your opponent with that spell.
Double heal ? Why not triple heal ?
Flash for frag or flash for survive.
Berserkers Greaves will give you 25 Attack Speed and passive enhanced Movement by 2.
Last whisper is pretty cool item. This item will grants you +40% Armor Penetration and +40 Attack Damage.
Bloodthirster will give you +60 Attack Damage and +15% Lifesteal, but you can stack additional +40 Damage and 10% Lifesteal. Bonuses are lost upon death.
Infinity Edge will give you 80 Attack Damage, 25 Critical Strike Chance and +50% critical strike damage.
Phantom dancer is very important part of AD Soraka build, you must have it. Phantom Dancer will give you 55 Attack Speed, 30 Critical Strike Chance, 15 Movement Speed Multiplier.
The Black Cleaver is pretty cool for AD Soraka, the cleaver giving 55 Attack Damage and 30 Attack Speed. Also Cleaver will give you unique passive effect. Physical attacks reduce your target's Armor by 15 for 5 seconds, (maximum 3 stacks).
