Introduction
Well, about the runes, some might say it's a troll rune, but... its pretty good, though. With the AP runes you get a burst of 18 AP at the start of the game, without any items. That AP compensates for her damage because of her primary items. And with cooldown reduction, you can basically spam skills at your enemies, whoever they are.
And for masteries, as you can see with mine, you can see further cooldown reduction to harass your enemies, combined with AP to increase your damage potential. And since Ahri escapes with low health, usually, you need a faster recall to increase your survivability.
And extra mana regen would give you the mana you need to continue your skills.

Items? Well, any item would do as long as it's for AP, but you really need the Unholy Grail for extra mana. Also its passive increasis your mana for every kill and assist, so that you can chase other champions even if you harassed your skills to kill just one.
And Deathfire Grasp? You'll need it. Charm gives you an extra 20% damage potential. Deathfire Grasp's active gives you another 20% damage potential. So calculating it, 20% by Charm and another 20% of that, it gives you an extra 44% Damage to your skills.
Rabadon's Deathcap raises your AP, so it's a must for every AP champions, and the rest, you can alter it as many as you like.

At first, poke your enemies with your Q, while charging up your Passive with your W. This deals damage to your enemies while keeping you healthy.(can't guarantee your cs though...)
When they have a very few health remaining, go in with your Ultimate then land Charm. Afterwards, use the Deathfire Grasp(if you have one) and then use Fox-Fire and Orb of Deception. But make sure to leave your last Ultimate dash in order to escape after chasing down, except if you really need to use it to kill whoever is running away.
While running away, follow the same concept, except that you must not use your Deathfire Grasp(as it has a short range), and while dashing at the opposite direction to escape.
You can leave out your last dash in case the opponents who are chasing you becomes too weak that you can finish them off.
While assisting when you have low health, just landing Charm can be very helpful. If they dash at you, your Ultimate or your Zhonya's Hourglass can keep you alive long enough so that your allies will get the kill.

Forgot to say about spells. Ahri don't need Ignite, because she can chase them down anyway. Neither is teleport required, because her secondary is an assassin; meaning, she only gets last hits.
