Gragas is my favorite hero to play. He makes a great hybrid tank/AP champion that can excel at BOTH nuking, and tanking. This is by no means a concrete build, but a long-list of suggestions.
I play Gragas VERY aggressively and I suggest ya'll do the same! This build is meant to maintain a steady supply of barrels exploding in the enemy's direction at all times whilst STILL fulfilling Gragas' roll as a tank by late game. This is a very flexible build, and sometimes depending how well I've farmed, I like to make exceptions within the item build.
I usually don't recall from my lane till level 12 and by then I've at least farmed 3k gold. That's on a good day. If I can hit the 3k+ mark, then I skip haunting guise and go straight for Rod of Ages.

- Body Slam ignores terrain! Makes running a lot easier for Gragas and a lot more frustrating for enemy champions.

Your champion ignores unit collision and moves 32% faster for 14 seconds.
Ghost helps Gragas overcome his slow move speed. I prefer Ghost over Flash because its more flexible and Gragas can already cliff jump with Body Slam.
Don't be afraid to tower dive a SINGLE enemy champion with ghost. Any more than one and you're F'ed in the A. But, if tower diving does seem viable, chug a keg with Drunken Rage to get the damage reduction and body slam + ghost to cover as much ground as possible.
Body Slam + Ghost (in that order) can ensure a safe get-away. Wanna be extra slick? Cliff jump with body slam then ghost!
Restores 100 + 25 x level mana to your champion and 50% of that to nearby.
ESSENTIAL for this build! It ensures a lengthy lane longevity and a constant supply of ale for Barrel Roll and Explosive keg.
Drunken Rage's cooldown is simply too long to sustain the endless rain of alcohol from Barrel Roll and Explosive Keg. Spamming barrel roll, like you should, can easily leave Gragas thirsty for mana, and clarity is the ultimate pick-'er-upper. 1 shot of clarity and Gragas is back to full mana!
On ability use, Gragas takes a drink restoring 2% of his max health over 4 seconds.
Understanding how this passive works is ESSENTIAL to Gragas's effectiveness early game. Alongside Clarity and Drunken Rage, I'm spamming my abilities so often that I am always regenerating health via Happy Hour. Great spell.
With this passive you don't need to buy pots early game or go back to base to heal. Throw a barrel, chug a few to fuel your rage, and you'll be back in action in no time.
Really want Gragas to be fighting fit with near max health/mana? Play defensive and conserve Barrel Roll and Drunken Slam and spam Drunken Rage at least twice. Sit tight for the next minute and you'll have a pretty big reservoir of mana and health to keep you in the fight.
Gragas rolls his cask to a location, which can be activated to explode or will explode on its own after 5 seconds.
This is the main weapon in your arsenal. Spam barrels even at level 1. Drunken Rage + Clarity = endless volley of barrels. Always, ALWAYS try and blanket as many minions as you can within the AoE. The more minions you hit with your barrel, the bigger overall damage output.
Champions will often move backwards as soon as they see you cast barrel. Try and aim back behind the enemy champion to ensure you deal damage.
When Barrel Roll is level 3, throw a barrel at the ranged minions and DO NOT detonate it. Hit each ranged minion ONCE before it explodes and then let the barrel do the rest.
Barrel Roll with Rod of Ages can 1 shot minions mid-game. Huge AoE? Yes plz.
Gragas guzzles down brew from his cask for 1 second, restoring his mana. After finishing, he becomes drunkenly empowered, increasing his damage dealt and reducing damage received.
GREAT spell! Drunken Rage truly makes Gragas a viable tank and nuker. Not only does Drunken Rage restore mana to satiate Gragas' never-ending volley of barrels, but it increases his attack damage to last-hit with ease and reduce damage to tank almost anything 1 on 1. Level 5 Drunken Rage reduces 25% of all physical damage! That's a ton of damage being ignored!
SPAM THIS ABILITY AS MUCH AS POSSIBLE! Always try to have this ability on cooldown! You'll always need more mana!
Try to time your barrels towards the end of Drunken Rage's cooldown. It's almost like using a 30 mana barrel.
Cast drunken rage BEFORE team fights. The additional AD and damage reduction goes a long way in survivability.
DO NOT cast Drunken Rage when running unless you're adequately far away from enemy champions. The damage reduction is wonderful, but it doesn't make Gragas invincible.
The additional attack damage makes last hitting much, much easier early-late game.
Cast Drunken Rage to tear down towers fairly quick. Even with the damage reduction, towers will rip Gragas a new one of they attack him, but alongside minions towers crumble.
