After those two builds (I tested every build a few times) I Tested your AP Blitzcrank build, It's amazing, I have sustain, ALOT of damage and the three times i have tried this build, I won them all with alot of assists and kills and almost no deaths! Actualy same as Frozen Heart, but you actualy get more than Armor. Even if you don't use the Active, ad will always hit you and proc the passive. You need a solid AD carry to "carry" your team in victory and that is not always easy to find. I may try to fix that :P I''ll play some games and see what happens! As AP carry wouldn't you want to build Deathcap always? It's AP bruiser for top! I don't think you can use Blitzcrank as the only AP carry cause his AP scaling skills have a long cooldown. Rabadon's Deathcap is in the alternative items choice and I swapped Tear of the Goddess and Archangel's Staff for a Rod of Ages. Also cooldown reduction is gained from Ionian Boots of Lucidity and Deathfire Grasp and armor from Guardian Angel, so I suppose I "neglect" Frozen Heart too.
