Nice guide I actually like it as an offensive guide--I will most likely Q-R-W-Q from now on-- But I think your justification for MRP Quint's(more than 1 for 10 mrp to 30mrp with Sorcerer's Shoes) isn't convincing enough to me due to the fact that magic penetration does nothing when it reduces resistance to 0.

Hmm, something to Brute Force / Butcher . You can skill it instead of Mental Force , because 1., Mental Force is actually ****, 2., it increases your last hitting power with auto-attacks very much. As Annie, you want to get your stun up and then zone the enemy while last hitting. You have a great attack animation, the only thing which is missing is damage. And at this point, 4 AP doesn't help you in any way.

That is also why you should skill Summoner's Wrath .

I had the thought of WoA for quite a while now, although I dont play LoL competitive anymore (as stated many times before) and most of my games are random champions and rarely an Annie game now, Annie still facinates me. The problem is, WoA just doesnt feel right. I cant explain it, sure the 80AP and 20SV are extremly good, but.... see I cant explain it. It just doesnt feel right to me. Maybe I'll add this anytime near (need to make the guide "fresh" again, there are rarely any Annie changes so keeping it "fresh" is difficult w/o just adding one word or a questionmark ;) )

As for your masteries, I can follow your reasoning. But as this isnt my playstyle I wont put it in my guide.
As I learned from experience there are two types of Annie's :
1) Likes to last hit with Q and does other abilities to build up her stun, then run towards enemy and roast him. Retreat behind minion wave. Repeat.
2) The other is, as you said. Build up stun, then zone with stun and AA.

The problem I saw was that every Annie I played mid against, or I saw playing mid like Type 2 failed. I dont know why. It's just easy to abuse her.
For example: Annie type 2 vs Cassiopia.
If Annie trys to Zone, Cass can easily abuse this and harrass twice the amount of dmg out of you, because you have nowhere to retreat to. Especially early game.

It really depends which playstyle your opponent has (aggressive, passive, hybrid) and wich Champ he picked, as every Champ can utilise these 3 playstyles in a different way.
The whole challenge in a lane is to gauge what playstyle your opponent has, and counter it. If he counters your playstyle, adept and counter again. Last hits should always have the role of "passing by gold", not something you focus on. And with "not focusing on" i didnt mean ignore it. Just that you grab every gram of gold you can w/o falling for your opponent tactics.
As an AD Carry its different. There you can kill minions as there is no tomorrow, because you have a Support, who is your eyes, your ears and everything else you need, so you can put on your tunnel googles and farm.
As AP Carry you need to find the balance between avoiding harrassment, harrass and last hitting.

And one more thing: If you zone early on, you might fall for a early jungle gank, as you dont have any indicators such as wards that can warn you. If you zone w/o proper warding, you are just making urself vulnurable, way too often w/o noticing it.

Actually, many pros which have a champ that can't afk farm with spells on their ap-carry pick these masteries up because it doesn't hurt you and can only help you.

For example, Swain or Anivia pre 6.
