Introduction

Everything in this build is pretty straight forward.
Masteries arr typical for this kind of character, runes I dont have yet, so I guessed what u would chose.
The one and only interesting part is the items. So this is what I will be talking about for most of the build.

Items

At the beginning you will get a Kage's Lucky Pick. This will help your gold/10 together with the quintessence and masteries you should get an additional 8gold/10.
If I am correct that means you actually get 80% more gold, if you dont count farming.
Then you will be going for a lot of Mag.Pen. and ability power. You will also get some mana, so you can stay longer in a fight, and dont need to back down, because you are short on mana.

Unique Skills

The reason I play Annie this way is her wonderful ability to farm and harras. You will shoot of your Q skill to kill single enemies and when the stun is ready move in on the enemy champion, stun him/her and hit him/her with the rest of your spells. So, you should be getting a really big amount of gold, because of your farming and gold/10, also the enemy will be getting less, because you are constantly harrasing them and forcing them back on occasions. Also because you have more gold/10 than your opponent dont be afraid to die in a fight if you still manage to take him/her out. Because if the respawn time is somewhere around 30 seconds and you take another 30 seconds to get back into your lane, you will have gained almost 50 gold more than your opponent. This isnt much obviously, but it helps to make the gap even greater.

Conclusion

Annie is my favorite character and I know there are many different ways to playing her and this one (my own) is my favorite.
