This song has been stuck in my head since I saw it and all Annie players should have it memorized.
I don't know about the pros, but I play a very careful/defensive laning phase. I farm with Q and stack CS, and when stun is up I can usually walk forward and scare away the enemy mid causing them to miss some CS. I always focus and doing as little damage as possible while securing every CS I can and letting the enemy push me back towards my turret. This does 2 important things. 1-The enemy thinks I'm scared and gets cocky or more aggressive opening them up for some nice nukes and 2-It puts them in the perfect place for jungler assisted ganks which can lead to snowballing as you collect kill gold, more CS and experience while they lose CS and experience.
After 6, I still play defensively until I have stun ready and they are ripe for a kill. Then, if needed, I flash > Q stun followed by R > W > E then Q should be ready again. Even if you don't kill them, they probably need to back so you can use tibburz to collect more CS and maybe damage their tower a bit.
Once into mid to late game just keep stacking AP and join your teammates. You can initiate with tibburz if their ADC or other squishy is out of position or you can hold him with stun ready until the fight starts. Then hit as many as possible, nuke the ADC or AP carry and profit.
Also, in a pinch, tibburz can tank dragon, can hold baron for a while or even tank a tower while your ADC nukes it. His cooldown is low enough that its worth using for big objectives.
