However, I must disagree with your setup. It has very obvious weaknesses:
You're running Mana Regeneration on both Masteries and Runes because your starter items don't provide you with any sustain. This makes you extremely squishy and your lane is riskier. You'll be extremely weak to sustained poke, hence why you try to fix it by picking up some Spellvamp.
However, Spellvamp isn't a good stat to build on Annie. This is because you don't deal sustained damage, and both Spellvamp and Lifesteal strive on having a continuous damage output so that the health gain is frequent. You're limited by your cooldowns, so you won't heal that much and specially with a combo mage like Annie.
Will of the Ancients hence doesn't add valuable stats for Annie, you're dumping a lot of gold on Spellvamp when you could build bulkiness, sustain and AP at the same time by purchasing a Rod of Ages.
You try to fix your squishiness issue later on by resorting to Rilay's Crystal Scepter, but by that time building bulkiness doesn't help you that much. And Rilay's doesn't solve your sustain issue.
Summary: Item and rune-wise, your build is very inneficient as it doesn't adresses Annie's issues properly.
Finally, regarding your ability leveling: you lack good waveclearing if you max Disintegrate first. As a last-hitting tool, it shall be always useful even if you don't priorize it but you won't be able to push back waves fast without a high-ranked Incinerate. Annie's potential is wasted if you can't push fast and roam. Again, you'll be very vulnerable against aggresive poke with this setup.
This is objective feedback based on your guide, by no means I mean that you're guide is completely wrong: in some cases you offer interesting advice and you expose your ideas in an ordered manner.

But I tried a million other builds before and this build helped me the most.
Rushing Will of the Ancients on someone like Annie is just waste of money and it doesn't even heal that much. Getting some early damage would be better. You don't say a thing about getting wards, and your start is like a shout for their jungler to come and gank you since you have no mobility overall and you only have to waste your Flash and you will probably need to have Pyromania in that situation too.
Also, getting Vampirism over Runic Affinity ... Nope.
