When playing Annie, I usually try to go for mid, if not it's just annoyingly slow to get stacks + levels. But, either way you're solid. That's the beauty of Annie! She is both a saviour and a ganker! My build helps give amazing survivability + all the DPS you'll ever need.

If you're not that great with Annie, and you die a lot. I do not advise that you go with the Soulstealer. Go with a Haunting Guise first if you do not feel confident in living.

Here are my item builds depending on the team layout.

Typical endgame (In Order of obtainment):
Soulstealer
Sorc's Boots
Rylie's Crystal Scepter
Rod of Ages
Zhonya's Ring
Deathfire Grasp

Magic Resist heavy (In Order) (Over 60% Magic Pen!):
Soulstealer
Haunting Guise
Sorc's Boots
Void Staff (Or Abyssal Scepter)
Crystal Scepter
Rod of Ages

IMPORTANT
ALWAYS save your stuns! They can be used to harrass/save/kill other champions or allies. Only use them when necessary.

Laning
Bottom/Top: When either laning mid or top/bottom, I always take an amplifying tome with an MP pot. I try to let my partner do the harrasing so that they can get low enough for me to gank. I always try to have ignite on me, well because it's annoying, and it's annoying for them to get away with 5 HP. I usually don't try to go for the kill unless they are from 1/2 - 1/4 HP left. Don't be too aggresive until you reach level 6.

Mid: When laning mid, I usually always wait until level 6 to start putting some real pressure on the opposition. I ALWAYS save my stun until I need it. If your opposition is less than 1/2 HP then all 3 skills + Ignite will 99% kill them, unless they have heal or cleanse.

Team Fights
Believe it or not, Annie is one of the best initiators of the game. A Tibbers stun can easily disable the whole team. Tibbers + Incinerate can decimate the opposition. I usually try to wait until I can get 3 or more teammates with my Tibbers stun then move in for the kill. My targets of priority are usually the tanks or the hard DPS carries, like Ashe/Ryze/Annie.

Tibbers + Crystal Scepter = slow!
Amazing how many people don't know that the AoE damage that Tibbers does slows down champions! This is why I usually rush for Rylies as my first Tier 3 item.

By the time you get your Rylie's and your Rod of Ages, you should have well over 2500 HP, giving you enormous survivability.

With 2500+ HP and over 500 AP, you should be as intimidating as Terry Crews! ON STEROIDS.
