Before I start to talk about this build I'm going to say now, that this is what works for me and I know that some people will not like or be able to play with this build correctly. This build is made for aggressive players and in most of my experience works very well even if its 1v1 or the whole team vs you. with this build you will come out of the fight with at least one kill if not more.

Summoner spells:
I think for any caster ignite and a way to escape/catch up to an enemy is essential. I almost always end up using my summoners when ever they are off CD.

Ignite: mainly used to harass early or even get a killing blow if you can time it right. although for the most part i get my kills with disintegrate i do use ignite often early because if the enemy is low but not low enough to make them blue pill back ignite will usually accomplish that. In the later part of the game I use ignite right after my tibbers stun and a way to help in my damage, which you have no idea how many times it was because of ignite that i lived and was able to gain a kill.

Ghost:Ghost is pretty straight forward i use to escape and chase enemies and many times i use after i get a kill, since early on if they are low enough i will tower dive, cast disintegrate and the ghost away from the tower. although later on in the game its more for an escape if you get jumped in the jungle without tibbers.

I go 9/0/21 and say hell to survivability and say hello to numerous kills. Although one of annies biggest problems especially early on is in the mana department. because by the time you get to level 6 and have tibbers, if played right will, you will be energized, but not have enough mana to cast tibbers or not enough to cast tibbers and another spell. so you will need to sit and wait for a bit since dorans ring has a little regen on it. this also makes you rely a lot on the golem buff later.
If you want a more burst damage 21/0/9 is also a very viable option with annie. it's just what ever suits your play style.

Red:The magic penetration with these runes and the boots give you an early and must needed boost in magic damage. By level 6 if you have boots already your tibbers spell will be hitting like a truck, and from then on it only gets better.
Blue:The reason behind this is the same as with the reds.
Yellow:Since there is no magic pen runes for this color the next best option for Annie is CD reduction.
Quints:Again CD reduction is best with annie, and in my opinion REQUIRED, because if annie does not have tibbers up as much as possible, then she is almost worthless in all aspects, except maybe 1v1 and even then tibbers can be the deciding factor.

Always get dorans ring and a health pot in the start doesn�¢ï¿½ï¿½t matter if you are solo mid or laning with a partner dorans ring is a huge help early on for mana regen.
if played smart you should be able to achieve at least one kill and not need to return to base without enough gold to buy sorc boots straight out. In fact by the time I even need to go back i have enough gold for boots and either mana crystal or the health gem. (I would get mana over health at this point)
After the boots i start to build Rod Of Ages, because the HP and mana are a great help and the passive on it also helps greatly.
As soon as I have ages complete i immediately start in on the death fire grasp. I usually get Kages Pick first because of the increase help in getting gold. Although you can do this earlier but this is where I usually sell my dorans ring.
After deathfire you should be getting a kill in every fight your involved in, so getting the gold to rush a Zhona's will be a piece of cake. Make sure you move your items around so its easy to use deathfire and zhonas, I do deathfire as 1 and zhonas as 2.
After this is really up to you, void staff is nice for the extra penetration so I get that first most of the time. Then after that it just depends what you need. If you need a but more health or a way to slow them down and stop them from getting away then Rylai's Crystal Scepter is the way to go, if you don�¢ï¿½ï¿½t need the extra HP but want some more mana, MP regen, and AP then Archangel's Staff is the way to go there.

I always try to max out disintegrate as fast as I can, but you don�¢ï¿½ï¿½t really want to dump every point into. Its smart to get 1 molten shield, 2 incinerate, and then max disintegrate. The reason I like to max this out first is because when laning it is a huge harass spell, with it doing a fair amount of damage and having a very short CD. After that is maxed I start focusing on maxing incinerate, this spell does do more damage than disintegrate, but it�¢ï¿½ï¿½s not as a good at harassing since you have to get up close and personal to the person you�¢ï¿½ï¿½re fighting. I use molten shield mainly just as a low mana costing spell to energize me, but once you get it maxed you will want it to be up at all times.

How to Play Annie:
In the beginning it is ok to play aggressive but make sure you play smart and don�¢ï¿½ï¿½t tower dive at level 1. If someone runs don�¢ï¿½ï¿½t chase them because most likely they will get away and you will get killed. You can almost lane with any champion and it works very well. Although the best lane comp I have played with was with a very good Rammus. Annie is also a very good solo lane champion, if there is no one on my team I think I can play well with I will just go for Middle.
Early Game: harass, like no other. If they are attacking creeps every chance you get run into range and cast disintegrate, then run back. Not only does this give them some to think about especially when you hit them for about ���¼ of their life at low levels. But it also builds pyromania stacks for when you have tibbers or so you and your lane partner can get an early kill when you stun an enemy. When you are trying to find out which champion you should harass, the best bet would be one that if left alone will be a pain in the *** later on. I.E. Mordkaiser, Garen, other Annie�¢ï¿½ï¿½s, ECT. If you have the mana at level six and are energized you can easily get a kill with tibbers. Will discuss father down on how to use tibbers correctly.
Mid Game: By now you should have The Rod of Ages, and a couple of kills. This is when you will want to start pushing a tower, or moving lanes to help set up ganks and just rake up the kills/assists. And before this stage of the game is over you should be able to get a Deathfire. Also at this point in the game you should start thinking about going and getting the golem buff for mana regen and more CD reduction.
Late Game: At this point if you haven�¢ï¿½ï¿½t won yet. You should be involved in team fights and should just be very effective at slaughtering the other team. You should still be going to get a golem buff whenever possible. Also should still be using ignite every chance you get to help insure a kill.
Use of Tibbers: I�¢ï¿½ï¿½ve seen people open with disintegrate to stun then tibbers, and I have to say they are by far the biggest idiots and are the ones you want to focus in a game if you want an easy kill. The way to use tibbers is as an opener spell. The only time you would want to cast disintegrate before tibbers is
1. You know you wont get this kill, or
2. You do not have full stacks of pyromania yet.
The reason behind using tibbers first is because not only does it do a very high amount of damage but also, when used with energize works as an AOE stun. Also while their stunned tibbers is also dealing damage to them, and for a longer amount of time then if they were stunned with disintegrate first.

Spell rotation:
1. Tibbers
2. Deathfire
3. Disintegrate
4. Incinerate
5. Disintegrate
6. You have killed an enemy champion!

Well this is my build and play style to Annie, she is a very OP champion if used correctly and I think my worst game I played as Annie, was something around the line of 10/7/4. Even if you die a lot you will still get a lot of kills.
