Annie is one of my favorite champs to play. I have 998 elo, but when I was out of elo hell, Annie kept me out. (for a while)
Why do I feel the reason for making an Annie guide? Well, she was my first champion bought played and skin bought for. So anyways, so some butt buddies are um Tibbers, just saying :)
I run magic pen reds and ap yellow blues and quints.

This setup is quite amazing because your not going to be harassing that much because you will be focusing on minion resets with your Disintegrate 'Q'

I start with the usual caster boots and 3 health pots. then after going back I can get my advanced boots, and then get a catalyst the protector or Blasting Wand. After that I instantly get my Rod of Ages and start building my next item which is usually Rylai's Crystal Scepter so I would get a Blasting Wand. Then, of course just troll Trundle my way back mid. Or wherever the heart of a time fight is, or a jungler getting me some blue buffzzzzz :)
Now, hopefully I get enough gold for a Giant's Belt.
And from the format and repetitious use of following sequence, you can guess what happens next.
I chose to get these items because 1 tank Annie is so OP, nah, its just now a days the teams are super damage heavy because of the frequent Wukong rotation weeks.

Disintegrate - Used for last hitting and early game ganks w/ Pyromania up.
Incinerate - Now, alot of people get this first and charge their stun in base with this if they know they will be getting into a level 1 team-fight. I honestly don't do that much, so I cant extend my guide to full extent of that, I only have a base idea of how it goes.
Molten Shield - Returns basic attack damage as magic damage. (works like a Thornmail)
Summon: Tibbers - Really good burst initiative damage (only use with Pyromania up. Does OP damage with aa (does magic damage) and you can control like Shaco's clone.(only walks a certain amount of units before flashing back)
Right before the team fight starts I like to use my Molten Shield, and then spawn Summon: Tibbers, and Incinerate for more burst. I like to save my Disintegrate as much as possible for Clean-Up Crew.

Always use Disintegrate to last hit. The cool-down is not refreshed but the mana cost is refreshed.
Try not to waste your Pyromania if a ally jungler is around.

When ganking make sure you have Pyromania up or else you will not be killing anyone wasting their summoner spells especially if you are level 6 newborn with Tibbers.
Pros:
Fun to play
Good at creep scoring
Majorly scary at level 6
Cons:
Uses mana quickly if not last hitting early game
Dies to fast in teamfights without kills, without Molten Shield

This has been Persecution's (me) build guide to playing Annie The Dark Child.
