Please note that although the stats show AP as 400, it will be greater. this is because it does not take into account added mana from Archangle's Staff and Rod of Ages.

Kog'Maw's laneing phase is terrible, especially as AP. to use Kog'Maw I recommend you are a strong farmer or you will get heavily out farmed. However, the added range of his "W" can help you zone out enemies or last hit from safety.

After purchasing Tear of The Goddess, spam all your skills when in the fountain (especially your "R"). be careful with using your "R" in lane as it uses increased mana each time. try to never exceed 2 stacks unless necessary (not for farming!)

If you do not wish to use Flash or Heal, other options are Ghost and Clarity. Ghost is useful because when using your "R" your movement is stopped, giving the enemy time enlarge the gap. However, i beleive i solved this problem with the added movement speed from Lich Bane and runes. Clarity is very useful around the time you hit level 6 because your "R" uses a large portion of mana if used often and you do not yet have much mana.
