In order to beat a LeBlanc in lane as Annie, you will need to hug turret and have your jungler camp mid for you.

Laning Phase

During the laning phase with Annie, start with Q and use it to farm every minion you can with it's short cooldown and mana refund after a kill. At the early levels, your abilities will not deal much damage, so it's best to poke with basic attacks until your stun is up. Once it is, refrain from going all in until level 6. You can stun the enemy and get several basic attacks off and then go back to farmimg.

Mid-Game

After lane phase, keep your lane well warded and stay mid. Mid-game is not Annie's strongest point, so it is best to stay mid and farm up. In teamfights, stay back and play safe. Let Tibbers do all of the work.

Late-Game

By this point you will be considerably tanky and will have a large amount of AP. You can play more aggressively and roam more. Remember, when you have ult you can duel almost anyone.
