Pros / Cons

Pros:

    Very good damag
    Good Farm
    Good pushing abilities
    Tank destroyer
    Can give map control to his team, which determines games
    Mushrooms deal great damage
Cons:
    Quite squishy
    Mushrooms can be destroyed by anyone who has an oracle's elixir
    Often gets focused in team fights
    Low health
    If your team have mostly AP Champs you might get a problem with Magic Resist.

Summoner Spells

The Summoner spells I use is Ignite and Flash. The reason is simple. Ignite is great to finish of enemys with it's true damage. And Flash is great for escaping gank or killing an escaping enemy.

Other viable picks might be Ghost, Cleanse and Exhaust.
Ghost is great for escaping or chasing an escaping enemy.
Cleanse is good if you get slowed or something trying to escape or chasing an enemy.
Exhaust Good when killing fast Enemys and to reduced thier damage.

Rest of the Spells is not a good pick.
Heal Just, No.
Teleport Not needed. Teemo is fast enough with his Move Quick ability.
Clarity Mana is not really a problem.
Revive Just, No.

Mushrooms

The Mushrooms are just great. It slows enemys and deal great damage with this build. But shrooms should not be used only to deal damange and slow enemys. Put them at the right locations to reveal enemys locations and incoming ganks is one hell of advantage. Use them as Wards. They're not as powerful as the normal wards but the they deal damage to enemys walking in to them. And while the damage is ticking on the champion you get sight of them.

Shrooms gives your team great map awareness by placing them at key locations all over the map. Baron and Dragon are important key locations Must be warded at all times. Brushes must be warded at all time and also blue and red buff is a good position. Don't place the shrooms at the center of a brush. Put them on the edge. Players rarely walk in the center of the brush.

Also put them where they might help in your lane. Try not to put them where the monsters walk, in the middle of the lane, unless there's alot of pressure in the lane shrooms can be used to quickly regain the pressure in that lane by killing of monsters fast.
