First of all, this is the best build so far for heimer.

Note that this is a Aggressive-Support build, meaning you can either support and defend a lane or you can push the enemy/ies solo, you can even handle 2 lanes, giving that little extra help for you teammates that could result in a kill, as long you know how to kite them to your "tower safehouse", notice the last power allows you to make you opponents fail to kill of your towers, slow them down so you can grenade/rocket them, slow them down so you can kite and make them die from the tower fire, you to make a clean escape.

Extra SpellsTeleport
Its use its great for 5v5s, allows you to end a push and make a push.
Fortify
On 3v3, teleport is a waste, the extra dmg you can do to help out your turrets in the beginning and the extra 6 secs you ill give your tower to survive alot of times ill end a enemy push until you near it.
Clarity
If you like to push, then you ill need mana, lots of it, and probably your partner as well. Also you got a huge mana poll, you will fill most teammates full.

Runes
If you notice, with the runes for cooldown regen you can get up to 30% less cooldown, it helps you survive by allowing you to use you grenades, rockets and turrets alot more often.

Mastery
The build is self explanatory, with the exception of:
Expanded Mindor
Awareness
You can either choose to go for the extra XP, allows you to get your lvl cap faster or the extra mana.
