Summoner Spells:

Heal: Ashe is very squishy. If your enemy manages to get up close things can get ugly. Having heal can help with this problem. It has the benefit of healing nearby ally champions too, which in team battles can turn the tide in your favor if timed correctly.

Exhaust: I actually have little experience with this, but am working to fix that. The reason why I put this into the build is two-fold. 1) Offensively- it can be used to slow your target considerably denying them an escape. 2) Defensively- if up against a single foe, you can use this to slow and blind your pursuer, which will help put distance between you and the foe while also giving you a few seconds of damage free escape. However, if trying to escape several foes, this skill is not as effective.

Ghost: Like Exhaust this can be used offensively and defensively, though it is slightly different. Ashe is naturally slow, thus, keeping up with enemies as they run and likewise trying to escape a sticky situation is more difficult. Ghost solves that problem. It has saved me many times and it has also denied my targets escape on several occasions.
