Introduction
Everything is pretty straight forward, 21/9/0 for masteries. Choosing the extra health regeneration as well as defensive stats over mana regeneration and mana.
The runes choices that I have make sense to me. Ashe is a fairly slow champion, as most people who have played her can agree.
Quints - Movement quints allow you to get a teir two boot and still have the mobility to move around teamfights.
Marks - Armor Penetration is the only way to go.
Seals - Ashe has a relatively low mana pool so by getting mana regeneration seals you are able to harass more with your volley making you more of a presence in lane
Glyphs - I choose to go with attack speed glyphs because they scale well into late game and if the need arises for magic resist (which would be my second choice) there is room in the build for it

If you do not know what the different summoner spells do you can look them up in the league of legends client under \profile \spells. There are many different spell combinations you can use depending on your lane partner and how you play. Flash and Ghost allow you to have multiple escapes as well as kiting abilities. Other spells could include Exhaust or Ignite if your team needs it or Heal if you need a little more sustain with your bot lane partner.
I see a lot of AD carries start off with a dorans blade right off of the bat, the extra damage/health/and life steal is nice but this is not your only choice. You may choose to go boots and 3 health potions as well giving your self enhanced movement speed as well as more harass. When it comes down to decided which item you should start with consider these few things: 1.Who are you laning with (do they have a heal?) 2. Who are you laning against (Will you be able to remain a presence in your lane?) and 3. How Aggressive do you want to play.
For me, the most important thing is purchasing something every time I go back to base. If you can't afford the BF Sword purchase the Pickaxe and a vamp scepter. When you come back to lane you should always come back stronger and one step closer to completing your build.
Every build can change and should be flexible. Ashe needs to have damage/crit to carry her team. so the core of your build is Infinity Edge and Phantom Dancer and whichever boots you need at the time.
If you are getting focused at the start of every fight consider getting a guardian angel, banshees veil, or quick silver sash.
If the enemy builds thornmail or other armor items consider getting last whisperer.
A build should not be completely set in stone, if you can not adapt in game to counter the enemy your chance of success go down considerably.
