Introduction

Ashe is probably the least used AD carry in the game right now. (Maybe Urgot.) Despite this, she scales pretty well into late game and has a perma-slow, can kite pretty well, and her ult, if used correctly, can be amazing to initiate fights.

Runes

Marks: Armor Pen, self explanatory

Seals: Flat Armor, As an AD Carry, you normally will be bot lane with a support vs another AD Carry and support. The flat armor seals are for the possible harass from the other AD carry such as Kogmaw and Caitlyn, who far outrange Ashe.

Glyphs: Flat MR, I used to run Mana Regen per level here, but with the new masteries, I don't think it's really worth it. Flat MR is really cost effective as well.

Quints: You can Armor Pen here or w/e, but I personally prefer flat AD as it helps quite a bit with last hitting.

Masteries

With the new masteries, it's really based upon preference. You can go for pure offense with 30/0/0 (ult and volley scale off AP I think) but you sacrifice some defense or utility, as Ashe is one of the slowest moving characters in the game. You could go 21/9/0, w/e you like really.

Items

Your starting item should really depend on who your support is and who you are going to be laning against. If you are laning against an AD carry who has more range than you (Kogmaw, Cait) you can even start Cloth Armor 5 pots. However, if you do this, you are guaranteeing a build into Wriggles Lantern (gives much more dragon control, life steal is great, etc.)
Buy pots whenever you need to.

However, with Wriggles, your laning phase tends to be stronger, but you will fall 1600 gold behind in your build.
Anyways, Infinity Edge and Phantom Dancer are basically a must, Ashe sucks without them. The reason I don't get BloodThirster in the above "final build" earlier is because Wriggle's gives you quite a bit of life steal already. At the end of the game, you should probably sell it for a BT though. Last Whisper later on in the game once the other team starts building more armor.
QSS is so you don't immediately die if you get CCed, GA survivability.

Merc Treads are also effective on Ashe, depending on how much CC the other team has.

Summoner Spells

Flash- With the recent nerf, pretty meh, still usable though.
Ghost- Can kite really well with it.
Cleanse- Get this if against a team with a lot of CC, exhausts, or ignites
Exhaust- Great summoner spell, pretty self explanatory.

Those are probably the only summoner spells you should be getting, Ignite is ok but I feel that the 4 above are better. All the other ones suck on Ashe, the benefits from the 4 above are much better.

Summoner spells again, vary based upon the other team and personal preference is definitely a factor.

Summary

Pretty low health.
Slow MS early, can easily be insta-gibbed.

As you move into late game, the QSS and GA really help with the cons above though. You should be staying in the back anyways.
