Rylai's Crystal Scepter Vs. Liandry's Torment

As you've said in your guide, Rylai's passive becomes redundant with Cosmic Binding (and also Meep slows after you collect 45 chimes). So I was wondering if Liandry's might be a better option.

Pros for Rylai's Crystal Scepter:

• Your Meeps will now slow for 40% in early game. After collecting 45 chimes, Meeps slow for 45% or more, so the passive effect will not be used at all.
• 100 more health. This is probably the most significant contribution of Rylai's when compared to Liandry's
• 20 more AP. This translates to an additional 4 HP for an auto targeted heal, and up to an additional 9 HP for a fully charged shrine heal. The bonus AP has will not increase the damage of Meeps or Cosmic Binding as much as the passive effects of Liandry's

Pros for Liandry's Torment:

• +15 magic penetration. This is great for squishy targets.
• Provides additional magic damage over time equal to 2% of the target's current health each second over 3 seconds. The damage is doubled when the target is under crowd control effects, and each of Bard's damaging abilities have crowd control effects. This means that, at least for the first second or two, the passive burn damage will be doubled. This is better against health stacking tanks.

I'd have to say that Rylai's Crystal Scepter is best for defense and Liandry's Torment is the best for offense, but Liandry's provides more offensive benefits than Rylai's defensive benefits.
