Gragas Passive Ability
Introduction
I choose to use Flash and Clarity. Flash allows you to escape from losing fights and pursue fleeing enemies that have just slipped out of your reach. Clarity is mainly for the early game. Mana can run short easily if you're spamming abilities like this build is meant to do, so having Clarity really helps. Once you level up and get Drunken Rage, Clarity becomes slightly less important, but is still extremely useful in the early game and even in the mid-game. You can also use Exhaust instead of Clarity if you wish as well.
Here is my take on an item build:
A lot of people like to rush Deathcap or get Rod of Ages. I don't generally get Rod of Ages, since it's so expensive. This is the build I like if I'm doing more harassing than farming. If you are able to farm well in a game, I recommend the following build:
In either case, I highly recommend getting some kind of footwear as your second item. Gragas is slow enough already, and getting additional magic penetration doesn't hurt.
Once you have Rabadon's Deathcap, you should buy items according to the situation. Buy items that help counter the champions that you are encountering the most or their strongest champion.

Happy hour is a very useful passive ability not only in the early game, but in the late-game as well. Happy hour allows you to stay in your lane for a long time, allowing you to farm and harass for an extended period of time.
Barrel Roll is Gragas' bread and butter ability. Barrel roll allows you to harass enemy champions early on and farm with great efficiency.
Drunken Rage is basically like a free power-up for you. With you cooldowns reduced, Drunken Rage can be used before its effect wears off, allowing you to constantly utilize its effect. And hey, some extra mana never hurt anyone.
One great thing about Gragas is how versatile he is. Body slam is a perfect example of this. Not only can it be used as an offensive weapon to slow escaping champions, but it can also allow you to make a speedy escape if necessary. You'll use this ability the least however, so max it last.
And finally, the ultimate ability. Explosive Cask is another example of Gragas' versatility. This explosion knocks enemies away from the center of the blast, which can be utilized to your advantage. If you want to pull an enemy champion towards your team, you can. If you want to hit them away so you can retreat, you can. If you want to scatter a group of enemy champions so your team can pick them off, you can. The only downside to this ability is that you have to aim it carefully.
