I appriciate you being honest and criticism is needed to improve.
However, I still like Rylai´s because it the lucent singularity ball doesn´t slow after you´ve blown it off and debuffed your enemy. When you meet good enemies, they often find a way to dodge your laser. However I, as explained in my guide, often skip the Rylai´s for an item adapted to the enemies. You were right about the runes, whom I´ve now changed.

-1 until I'm convinced that Rylai's is a viable pick on Lux over RoA. You already have 2 cc's, your 3rd skill doesn't target enemies to benefit from rylai's so you're wasting your money for a 1.5 second 15% slow every 24 seconds. RoA gives Ap, health and mana. Also, you really should put a point into your W before 10 instead of just if they have ignite. It gives protection against ganks and burst damage. Your Q has it's full root duration at level 1 and the damage increase isn't -that- significant so leveling W is definitely favorable by any halfway intelligent player.

Sorry if I come off a bit harsh but I see too many guides get upvoted because no one wants to be honest. Between your skill sequencing and Rylai's this is pretty bad.

Oh, and your runes + masteries + items give you a supposed 49.85 CDR, though this is capped at 40%. I suggest getting different blue's. You'd also benefit more from mp5/lvl yellows over +mana/lvl. I typically don't spec expanded mind in my masteries unless i'm going for an archangels. the movement speed is a good investment for 3 points if you're already going 21 in utility. I see your point with the Rylai´s, but i find it good since it gives you a good amount of health aswell as the slow. It gives you an edge against those speedy opponents(teemo, yi etc.)
I also know that shield is good in lvl 4, but since i usually take mid, i often find myself facing weak mages with escaping spells or Clarity. But you´re right, if they do have ignite, i also get a point in the shield at 4.

the build is good but a rylai isn't needed bc you 2 main spells are already cc so i would switch it for a RoA also i usually take 1 point in shield at lvl 4 (this can save you from that nasty ignite)
