Threats to Zac with this build

What you should focus on doing this build
In this build what you probably want to do is to gank as much as possible, making sure to farm in between the ganks. Make also sure to pick up your blobs, very important when fighting, or doing your combo. Because your blobs also decrease your W cooldown by 1second. Picking them up effectively will increase your damage output greatly.
Buying Cinderhulk first is a must, and the Protobelt is mostly for snowballing. That combined with your full combo, E -> W - > Protobelt -> Q , will most of the times get them very low.
Maxing your E first enables you to gank from further places. For example you can gank mid from wraiths at level 10 without any problems at all, because your E range will cover most of the lane from the wraiths.
Maxing W second is because of it's raw damage, being able to chunk even tanks health pretty easily
I like going Thunderlord's Decree because it's damage combined with your combo is pretty nice, as I wrote earlier, most likely gonna get them very low after this combo. I like using the Wanderer's mastery because you can get faster to other lanes, to be more efficient and to be able to gank more, which will pressure the enemies.
But what you always could do if you feel unsafe is going for the 12-0-18 having Grasp of the Undying as key mastery. Grasp of the Undying goes really well with this build because of all the health you're going to have at endgame. It will make you able sustain the teamfights, but in early game it will not be as useful as Thunderlord's Decree.
If you start blue side of the map, you should go and start on Krugs. Doing this allows you to get red buff and then doing the wraiths. That will allow you to gank mid with red buff quite early. Possibly earning the first kill gold.
PRO TIP: GANK 1 LANE MORE THAN 3 TIMES SUCCESSFULLY AND YOU'VE OFFICIALLY TILTED THEM. (Which could be quite fun most of the times)
