You will have to beat him the first 4 levels and then play safe unless he is bad.

Runes

You take Attack Speed Marks and Quintessences to reach the minimum Q cooldown and slow permanently with Frozen Mallet.
For Seals you can take armor as well but I prefer being tankier with the 200 bonus HP at level 18.
For Glyphs it depends on matchup. If you are against an AP lane take flat MR but against an AD lane take scaling MR.

Masteries

Getting Fervor is key to the success of this build. The other should be self explanatory.

Spells

You can also take ignite or exhaust depending on your lane.

-You can get destroyed by a good lane opponent
-Its hard to get back if behind
-Very farm reliant
-Can't solo carry
