Pretty much its a glass cannon that allows you to put up big damage real quick, solo mid and allows you to rape in team fights late game.

Summoner Spells
Ghost: ghost is just lovely because it can get your *** out of trouble in a pinch so im thinking a squishy character neeeds his backup
Flash: flash allows you to gank and port in and out of team fights, it is the most important of your summoner spells and you cant really go without it.

Runes
I just stack AP runes and get my flat health Quints, not too much trouble there.

Beginning:
For the basics, i start off with a Doran's ring just because of its mana regen and the other little boosts that can help out early game. As soon as i can get my opponent to b i head back to get my spawn and get a Tear of the Goddess, which helps set up a the combo of your fear, crowstorm, drain and finally the dark wind if they run away. I like to build fear before Dark Wind just because it comes in handy when you have a physical dps come attack you or somebody try to tower dive you early game. Its a life saver and makes some kids really mad.

Mid:
My mid game i like to get an Archangels or either a Mejai's or Deathfire grasp. I tend to lean towards the Mejai's if im getting alot of kills or assists but the Deathfire Grasp helps hit tanks for big hp with it's active and also gives you a CD reduction. Mid game is where i really start ganking from the mid. I fly in with my ult or a flash and CACAW right into an unsuspecting enemies face. And also another reason for boosting your fear is it allows your teammates to get some hits in while they cant run away.

Late:
This is where your ridiculous amount of ability power comes in. You can practically i hit squishy characters with your drain and not even lose any health when they attack you. Also you can port into a teamfight with your ult and port out again with your flash and get 2 or 3 kills in the process. I stuck with the Zhonya's for the AP and then the Archangels for even more mana and AP just to boost the hell out of your abilities.

So this is my little build for Fiddle. Go out, rape hard, and CACAW the bejesus out of people.
