Items are for a reason. The reason why you want want Blade of the Ruined King after is because usually the top lane tanks or support usually go tanky and you need to give rid of them.

Pros:

Can poke early game
Easy too learn
You basically have a free boots of mobility

Cons:

Uses a lot of mana
Squishy
Once hit you loose you movement speed boost

If you are loosing lane then just play safe and either get the last hits with your Double Up or poke with it.

The best support for Miss Fortune is the ones that can stun or pull.
