Hey! Just a short guide on how I PLAY Cassiopeia. She is really strong once learned, although the learning curve is unique, and difficult. As with any AP carry, positioning is key, and if you are constantly out of place, you will be punished.
For runes, lately I have been stoked on the full magic pen setup. With the majority of champions having 20-40 MR at level 1, your guaranteed to be getting the full effect of 20 magic pen early game. Your spells can pretty much be doing true damage, and with Cass' harass capabilities, you will be a force to reckon with early game. For seals I like to go HP/LVL instead of Mp5/LVL, I don't have mana problems with Cass, and neither should you, as long as your not constantly spamming spells on creeps, or missing your q for harass.
If your not into the magic pen, or you don't have the runes, the setup I used to go (which is still very effective) is;
Marks x9 Magic Pen
Seals x9 HP/LVL OR x9 Mp5/LVL
Glyph x9 AP/LVL
Quint x3 FLAT AP
Standard AP carry setup here. The reason I get the -10% death time over the regen is just preference. 4% regen is SO LITTLE, with like 45 mp5, this talent gives you a wapping 1.8 Mp5, so useless, especially since you won't even have 45 mp5 at 18 with this build. Also feel free to get 3/3 Mp5 instead of the gold per 10 talent.
For items, I like to start with boots +3 hp pots. This helps me land my harass, avoid enemy harass, and 3 pots keep me in lane long enough to rack up some CS.
I typically get my sorcerer's boots before deathcap, because at lower levels people aren't going to have crazy MR, so this just increases your damage by a ridiculous amount. If you went my magic pen rune setup, with sorc boots, you will have 40 magic pen +15% pen.
Once you have 2 dorans rings, deathcap, and sorc shoes it's time to decide whether you need to start your defense item, or get a hextech revolver for sustain+more ap. Generally if I am raping, i'll go hextech, but if i'm doing bad, or other team is fed, I get that early defense.
Late game, if they have tons of MR, then for obvious reasons get a void staff. Get a BV or Zhonyas first depending if they are phys heavy or magic heavy.
ITEM BUILDS SHOULD NEVER EVER BE SET IN STONE...ALWAYS ADJUST WHAT YOU BUY TO WHAT IS GOING ON IN THE GAME.
I was a big fan of maxing E before Q, which isn't bad at all, it's just more situational. Maxing Q is going to allow you to farm/clear waves easier, and just Q alone is a deadly harass tool.
The rest is self-explanatory.
Ignite/Flash. AP carry MUST IMO.
Ignite - Pretty easy first blood, and extremely useful all game long for those annoying cows, tryns, healers, and anyone who needs to die.
Flash - Works well with your ulti, catch the enemy offguard and kill them. This spell is just too good for saving your ***, or kicking ***.
