Summoner Skills
I picked these two for maximum survivability. I normally do Flash and Ignite when I'm on a role.

Mastery
The 15% spell penetration is a MUST for Annie in the Offense tree. Spend just enough points here to get it, then work on you utility tree. The extra point in ghost can help you with persistent champions like Master Yi, Twisted Fate, etc...

Items
Boots of Speed give a huge 50 point boost to your movement score. This helps a LOT for getting First Blood (FB) with Annie's amazing range (or keeps you from being the FB for the other team.) This works great with your AoE Incinerate stun, by getting you in and out if things go bad. If you get FB, the boots will pay for themselves and you'll have a faster game over-all.

Giant's belt is next. Once you get this, you're extremely hard to kill. It takes patience, but you won't typically get ganked before level 5 since minions are able to fend off low level champions.

Sorcerer's Boots (or Mercury Treads, if you're facing champs that slow and stun) are next, and will hold you the rest of the game. Sorcerer's boots will make your future AP go a lot further. Remember, ALL CHAMPIONS start with 30 Magic Resist. This money is not wasted and will make your AP go even further mid-to-late game.

Now that you hit hard and fast without AP, it's time to amp up with the Blasting Wand and Amplifying Tome. If you're having a ahrd time, get Tome first, as it's faster to get.

Rylai's keeps anyone from getting away from Tibbers, or your friends, as you nuke them down. It's also a nice slow if you're booking it for cover after an opportunistic gank.

Cooldown priority is later because you have more encounters in end-game and need Tibbers sooner. You should already have a decent CD % from the Runes and Mastery talents. 10% should get Tibbers to 70-85 seconds depending on your Summoner LV.

Zhonya's should get your AP to 400 and you'll be crushing ***. If there's a lot of tough enemies, I might even get a second Rylai's for the HP.

Void staff if they get Magic Resist.
