Often times I feel tanky enough with the health from a Phage and 2 Doran's and I'll build the triforce first to snowball games. If I'm not doing great I usually end up getting the Warmog's first. And yes, I've been leaning towards 9 in utility more now too, especially after the mana cost increase on Parrrley, still have to change that. He looked very fragile overal. Don't know if it was the player's fault or not. Also, played a 1v1 Pantheon vs Gangplank me against a friend of mine who is a very very competent player. I was 4/0 in 25 minutes of the game. We both played Atmog's style and tried to make it as realistic as possible. In general from my personal experience Pantheon can shut down Gangplank with ease no matter how hard Gp might try to counter him. I've never lost my solo top against a Gangplank so far. Anyway thats my feedback! Against Riven you want to rush Ninja Tabi, Wriggle's Lantern and a Chain Vest as soon as possible. Make sure to also max remove scurrvy second so you can get out of her stuns with a nice heal. Yeah I still haven't found a good Pantheon player to try the match-up against, but I'm assuming he is quite the counter to Gangplank. He has a lot of killing potential with Ignite and kills will allow you to snowball the lane which in the current state of the game is key to victory.
