Introduction
In this guide I will discuss the 2 ways of how I play him. Either CritPlank or TankPlank.
With CritPlank you will be having tons of fun with your Parrrley, critting for over 50% hp of squishies.
TankPlank on the other hand will be a lot more about close combat (not the CritPlank isn't viable in close combat). As TankPlank your Parrrley will still do a lot of damage, though with less crit chance, but you also got your own Cleanse in the form of Remove Scurvy (it is really funny when you get a Sona ulti and Ashe arrow in your face, eat some fruit and then just run away), Grog Soaked Blade is your healing reduction and damage over time and Raise Morale is a nice buff during teamfights.
The runes for CritPlank can't be changed and are as follows:
Greater Mark of Critical Chance
Greater Seal of Critical Chance
Greater Glyph of Critical Chance
Greater Quintessence of Critical Chance
Now for TankPlank you can use the same runes if you want to, but then it will take a bit longer to get really tanky. So if I know I am going the be the only tanky character on my team I pick the following:
Greater Mark of Desolation
Greater Seal of Knowledge
Greater Glyph of Scaling Magic Resist
Greater Quintessence of Health
All pretty straightforward I guess, although you could switch your Seals for flat armor if you prefer.

Now for TankPlank you can use the same runes if you want to, but then it will take a bit longer to get really tanky. So if I know I am going the be the only tanky character on my team I pick the following:

Greater Quintessence of Health

Just 1 quick note about the masteries.
The same as with the runes applies here, you can play TankPlank with the CritPlank masteries, it will just make it a bit harder at the early game.
Just remember to ALWAYS put a point in Greed . GangPlank is really money dependent.

Skill sequence is pretty straightforward.
Level Cannon Barrage every time you can.
Max out Parrrley as fast as possible. LAST HIT AS MUCH WITH THIS AS POSSIBLE.
Take 1 early point in Remove Scurvey, for the heal and remove CC.
Then if you play TankPlank you will want to max Remove Scurvey first.
As CritPlank you will probably need the movespeed and bonus damage from Raise Morale more, but if you find yourself in need of more healing, don't be afraid to level Remove Scurvey.
Level Cannon Barrage every time you can.

Take 1 early point in Remove Scurvey, for the heal and remove CC.
Then if you play TankPlank you will want to max Remove Scurvey first.
As CritPlank you will probably need the movespeed and bonus damage from Raise Morale more, but if you find yourself in need of more healing, don't be afraid to level Remove Scurvey.
Now the items start the same for both builds.
GangPlank needs lots of money. For that we will get some gold items and we will want lanestaying power, so we can farm gold en experience faster.
Build start:
Get a Regrowth Pendant and a Mana Potion at game start. This will allow you to be a little bit more offensive for getting last hits. And the potion will help you spam Parrrley for bonus gold.
Now as soon af you have 715 gold you will want to go back and buy a philosopher's Stone and Boots. You want the gold items fast so you will start earning more faster.
Next on the list is another philosopher's stone. This will give you enough lanestaying power to pretty much never have to leave your lane, only to go shop because you have so much cash.
You will sell the philosopher's stones if you start building your 7th and 8th item.
GangPlank needs lots of money. For that we will get some gold items and we will want lanestaying power, so we can farm gold en experience faster.
Build start:

You want to upgrade your boots to Beserker's Greaves, you shouldn't allow the enemy to focus you all too much, so you won't need mercs, because if you do get stunned or slowed you can use Remove Scurvey.
You already have some nice crit chance, so now it is time to get a damage item (with some crit chance too). So go get yourself an Infinity Edge. If you have the money, start with a B. F. Sword, if you don't, get a Cloack of Agility first.
Now the order will depend on what you need. Do you need just a bit more survivability? Get Frozen Mallet first. The slow will also affect your Parrrley so you will be able to chase down anyone.
Otherwise get the Phantom Dancer first for faster damage output.
Finish it of with Bloodthirster.
You already have some nice crit chance, so now it is time to get a damage item (with some crit chance too). So go get yourself an Infinity Edge. If you have the money, start with a B. F. Sword, if you don't, get a Cloack of Agility first.
Now the order will depend on what you need. Do you need just a bit more survivability? Get Frozen Mallet first. The slow will also affect your Parrrley so you will be able to chase down anyone.
Otherwise get the Phantom Dancer first for faster damage output.
Finish it of with Bloodthirster.
Grab your Mercury's Threads for some early magic resistance. Since you should also become the focus of the enemy team, the Tenacity is a great addition to your Remove Scurvey against their CC.
Get Frozen Mallet first. The slow will also affect your Parrrley so you will be able to chase down anyone.
Next item on the list is Warmog's Armor, you need the extra health more then resistances right now.
The next item will make sure the enemy team can't just ignore you. Grab an Atma's Impaler.
A huge boost to your damage, some armor which is always as a tank and some more crit chance (especially nice if you run CritPlank runes and masteries).
Right now you will probably be in need of some more MR. you got some from your runes, and you got mercs, but at this point you need more. I fell in love with Quicksilver Sash recently.
It works just like your Remove Scurvey, but it will also remove ignites and other damage over time, like mordekaiser's ultimate Children of the Grave.
So if you are in a teamfight and already used your W, what do you do? Quicksilver your way out.
Now the last items depends on what you need. More MR? Force of Nature.
More armor? Sunfire Aegis.
