The point of this build is to maximize your attack speed and crit chance, while dealing incredible amounts of damage through poison.
The only thing you might want to change from the runes I listed is to change your glyphs from magic resist per level to flat magic resist. That's what I use personally, but it's really a matter of preference.
Your masteries are meant to maximize your damage output and provide a little extra defence for you. I focus mostly on the offensive portion, but if you die too frequently you might want to move some points into defense.
I like to start with a Doran's Blade cause it's just a really nice item to help you get that first blood. I go directly into Malady to get a lot of attack speed and it let's your poison do a little extra damage while doing bonus damage of it's own. After that I start into building my crit chance. I like to start with Executioner's Calling cause it gives me some crit chance while giving me a lot of life steal and on top of that it does a little bonus damage of it's own, adding to what your poison and Malady are doing. Then I go for my boots. Teemo's ability move quick does a good job of keeping you moving around without boots, but you still need them eventually. I like to go with Berserker's Greaves to get more attack speed. Then I go all out for my crit chance. I go for the Infinity Edge and start with the 2 major damage items in it so you can start doing a lot more to anyone who's got a lot of health. After I finish that, go for a Phantom Dancer, then sell your Doran's Blade and buy another Phantom Dancer. This will give you great movement speed and attack speed, while bringing your crit chance to 100%!
I like to start with Toxic Shot to do more damage to get that first blood, but if you want, you could always switch it out for Blinding Dart so you take less damage, It's really just preference. But after that, Toxic Shot takes priority and is maxed by level 9. It's your biggest damage output and if your enemy gets away from you, you still have a chance of getting that kill cause it still damages over time. Then I go for Blinding Dart because the higher the level, the longer the blind lasts, and that blind can really save your life. I take a point in Move Quickly at level 3, you could also wait till 4, but then I leave it there. I only use it for a little bonus speed till I buy my boots. And obviously level his ult whenever you have the chance, at levels 6, 11, and 16.
For my summoner spells I use Exhaust and Flash. Exhaust is great because if you're in a tough fight, you can blind, and when that wears off throw Exhaust on them. One trick I like to use is when you're in a 2v1 fight, use Blinding Dart on one enemy, then Exhaust the other. This way, the first enemy can't hit you with basic attacks and the second does a lot less damage. I've won a lot of 2v1 fights that way. And I use Flash because I like to have an escape on every champion. And since Teemo already has a ghost built in, I take flash. It can also be used to chase fleeing champions, so it's very useful. You could also use heal if you'd rather.
With your attack speed and your poison, you'll make quick work of any minion wave. And your poison makes last hitting easy. Make sure to last hit as many minions as you can to get your items earlier. With this build, you should be able to solo the dragon by the time you get Executioner's Calling. And obviously you can then kill anything in the jungle. If you need some extra money you can always just hop into the jungle and kill a few monsters. Also, if you're having trouble laning, go grab some buffs then come back to lane, red buff can really help you get those kills.
With the amount of damage you'll be dealing out and the life steal that you have going, you should be able to 1v1 just about anyone. When in a fight you should alway use Blinding Dart right away to prevent major damage. And if the fight lasts long enough you can get off a second one and then you're really ahead on damage output. When using Noxious trap, there's a few ways to go about it. 1 great way is to place them throughout the jungle so it gives you and your allies an easy escape (or kill). You can also hold onto 1 or 2 and if you're in a fight you can drop one on their feet for bonus damage. Or if you're running away and the enemy is going to catch you, lay one in front of you so that by the time they get to it, it blows up and slows them so you can get away.
