The problem that you are going to find with this guide (if it works, im not going to try it because i play taric as a support) is you are going to get raped by anyone who does % damage. You said you are not 30 yet and therefore you havnt played ranked. Ranked is an entirely different ball game to norm and i can say that im pretty sure this guide wont work in ranked whatsoever. Just a heads up. In terms of constructive criticism for the guide itself, its a bit of a text wall and could do with some pictures/screenshots, that kinda thing. Good luck with your future guides =]

you shouldnt be stacking warmogs as a support/tank. armor and MR helps you much more. and why rabbadon's? it gives you great AP, yes. but as a tank, you may want to consider something more like rylia's. tanks need more than health.

really poor item choices. Stacking warmog's is bad, especially when you get it as late in the build as this guide recommends.
