Hello everyone my name is Knight Tidal this is my first guide so sorry on how rough it looks but i believe it has some good information. Right now i am still considered a low level player i am Brone 2 but please do not let that discourage you from reading this guide. After patch 5.13 many things have changed in League AP items are different jungle is now getting a new item. With this much happening i have become excited at the new possibilities out there waiting to found.In this guide i would like you all to consider trying the build at least once.So with the introduction done lets Get into the fun stuff.
Now Runes to me this is my favorite part this the core of how slight modifications can change how a champion played.
So to begin we take three Ap Quints- the reason for this is simple out of all the damage you do your Toxic Shot passive is your most important ability. Toxic Shot has an on hit effect of 10/20/30/40/50 + (30%) of your ability power on top of the DPS of your poison which scales with 10% of your Ap. The rest of your abilities scale off of Ap also so this helps to deal damage.
Next is nine marks of Attack Speed- with this attack speed I have found it easy to clear the jungle at earlier levels with this set up and the attack speed scales great into late game with your build.
Seals are next we take 9 seals of armor- this is almost standard on all builds out there but of course there are exceptions and i find to use nine armor seals most effective in this build.
Lastly there is six magic resist glyphs and three scaling magic resist glyphs - recently i have seen this going around and thinking of why people would do this and i think i came to a good conclusion and that is that it gives good magic resist early game without giving up too much and still having the ability to scale your glyphs into late game for some bonus magic resist.
Masteries are also very important to get you started on your way to victory.

Now you might be thinking why not 21/9/0
Here is my logic behind it.
Now in the offense tree it is important to pick up:
Fury 4 points: Speed is key for this build. So putting 4 points into fury gives us a bonus 5% attack speed which also helps early game.In late game this also helps to proc your sated devourer.
Sorcery 4 point: This helps to get you Q and Ult on lower cooldowns.
Mental Force 3 points: This is to gain 16 power at level 18 if the game goes on that long.
Brute Force 3 points: Here is where things aren't normal so i would like to explain why i go 3 point in this mastery.now for this mastery it gives .55 AD per level and this lets you have some ad for for fight due to the fact that teemo is a hybrid champ that can do both AD or AP. Doing this will allow for some easier access to attack damage late game even the littlest of things can count in this game.
Martial Mastery 1 point: this is for the 4 attack damage.
Arcane Mastery 1 point: to get the 6 Ap to help with clearing jungle early game becuase you will need all the damage you can get to do so effectively.
Executioner 1 point: this is for the sole purpose of more damage to champions. it gives 5% more damage to champs below 20% health.
Warlord 1 point: Although we have ad in our mastery we are only putting one point here to give us just a bit more attack damage but our main focus is Ap.
Archmage 2 points: this goes in hand with the previous mastery since this build still relies on Ap we are going more towards Ap.
Arcane Blade 1 point: this is to dealeven more magic damage on our basic attack which already poison.for a good chunck of health.
Havoc 1 point: lastly to finish up the offense tree to give 3% increased damage which you can't pass up.
For the defense tree this to help sustain in the jungle early game without these it would be very difficult.
So we go 2 points in recovery for 2 health every 5 seconds then grab three points in vetern scars for extra health. Then we take two points in Tough Skin to block 2 damage from incoming neutral minions and bladed armor 1 point to have neutral minions bleed for 1% of there current health each second
Here i would like to say this build can only happen because of sated devourer so if you try without it do it at your own risk.
Now this item is amazing i amsuprised i dont see it more often. With this item you get the Challenging Smite passive with the devourer enchantment; and this smite can be cast on enemy champions revealing them for 4 seconds reducing their damage against you by 20% and making them take (54 + 6 × level) true damage over 3 seconds from your basic attacks for the duration on top of the damage you get from your poison you will make enemies explode and true damage who doesn't like that.
Nashor's Tooth: All i want to say is all hail the great baron nashor and his beautiful tooth. With sated devourer this item makes teemo scary as fook. Now on every other auto attack you will get a second nashor tooth proc so actually get double the damage you usually would and adding speed to this is what makes this item scary due to the damage you can pump out in a short amount of time.
Berserker Greaves: getting the furor enchantment is very important with this mixed with Rylai's Crystal Scepter you will stick to people like glue.and it also gives you a nice attack speed bonus.
Blade of the Ruined King - i can't even begin to explain how important this item is. this a must next to your core items.with sated devourer this item has a proc that deals 8% of the target curent health in bonus physical damage.so in theory by your second attack you do a total of 24% of your opponents health in damage.
Rylai Crystal Scepter:Like i said before this item is what makes you stick to people like glue and allows you to kite more eaisly and gives some decnt sustain due to the 400 health it gives.
Rabadon's Deathcap: this item is the last item you might want to try to get but it situational on the game and you might need to build it sooner.with this item you get a late game spike of a min of 167 extra ap that some people won't expect.
Teemo's speels are fairly simple to explain.
Q Blinding Dart - Teemo shoots a dart at an enemy, dealing magic damage and Blind icon blinding them for a few seconds. this is a great way to deal with champs that are heavy auto attackers so it is nice to start with this on auto attacking champions.
W Move Quick - For 3 seconds, Teemo doubles his passive movement speed bonus.
this a great escaping mechanic and this also allows you to kite as well.
E Toxic Shot - Teemo's auto-attacks deal bonus magic damage and poison his target, causing them to take additional magic damage over 4 seconds.
this ability if passive and is always on.
