For Level 3 (you should be finished wraiths) level up pheonix so you can clear the jungle even quicker. After the full jungle clear you should be level 4 - Ahead of the other jungler you should look to counter jungle and set him behind

Why 0/9/21? First off this is mainly because you gain more CDR + MoveSpeed, since Udyr alone is generally tanky you wont need that many tank items.

Udyr's items are pretty simple. If you can get ahead then build zephyrs for your 4th item. However if your not ahead then go with the other options and skip the zephyrs.

Why Pheonix over Tiger? Pheonix is more team friendly. You tank and stun, with Tiger if you can't snowball your early game you'll fall off end game.
