Introduction
Drain and Crow storm are the most important skills. Drain is massively OP even with the recent nerf (fiddle is due for another nerf soon if I read correctly) and is what makes soloing bottom so easy.
Crow storm is one of the most powerful Ultimates in the game even if it's not easy to use. It has a long recharge which is brought to a reasonable time with a 40% skill recharge rate.
Dark wind is an amazing harassing skill. In dominion I find it more powerful then normal since there are often times 2 or 3 enemies will be close by and no minions around. I have had situations were I've kept 2 players silenced for a long time and done massive damage that 1 ability probably shouldn't be able to do.
Terrify is terrify. lvl 1 is enough until you have no other option. Be careful when you use it, players like xin and poppy will follow through with their rush action if you cast this during their rush.

If you find speed lacking as fiddle is a tad slow, feel free to replace ignite with ghost, just don't try to take on Jax or Xin solo without it. Flash is double important with fiddle as well. Once you pop crow storm you can double jump on top of fleeing enemies, or use it as extra cover and pop out from the shadows.
Most importantly. I go with a lot of dual purpose items. The popularity of physical damage or physical damage/AP characters in Dominion forced some of the choices. You see Xin and Jax so often, may as well address that problem. I never fit any items all the time except Will of the ancients for obvious reasons, however I find myself fitting these exact items very often anyway. The extra item in the build is Prospector's Ring, I buy that as my 2nd item as it helps all round while giving fiddle 900+hp at the start. I sell it as soon as convenient.

Abyssal Scepter, Will of the ancients and Frozen heart combine for -20 MR, -20% attack speed for enemies and +30 AP, 25% spell vamp for friendlies.

Team work is huge in Dominion. You can solo with fiddle very well early but then you HAVE to absolutely stop and team up unless you have crow storm. What you can do with fiddle is go 1 for 1 and sacrifice yourself to buy time. It's very easy to kill nearly every player 1vs1 if you can use crow storm and lots of the time it's worth doing. This build tops out the recharge time which is there for a reason. What you have to be careful of are multiple enemies and enemies with silence/stun/toss up/suppress. Basically anyone who can stop crow storm during warmup. I am not however advising people to always try for 1vs1 and waste crow storm on 1 player unless needed. If you have a team mate you will generally get plenty of assists even if you die against multiple opponents.
