Introduction - About Fizz and Myself
I have played Fizz for quite awhile now and he is such a fun character to play. (If you build him right.) Fizz is such a great damage dealer when it comes to squishy champions. As Fizz, you want to try to burst the ADC (Attack Damage Carry) or the APC (Ability Power Caster) and then clean up the rest while jumping around the team fight with Playful/Trickster. I play Fizz as a DOT (Damage Over Time) Champion. A lot of people enjoy the burst of Playful/Trickster but DOT works wonders. This is my guild to a DOT Fizz player.
Always, Always start boots!
Along with your boots I recommend getting 3 Health Potions. This will give you enough sustain to stay in lane if you want to really harass your enemy. After upgrade your boots. Your next item will be 2 Doran's Rings followed by a Sheen. If you are winning your lane or are progressing well, you will see a big difference in your Damage. Then rush Lich Bane! Lich Bane works very well with Seastone Trident. Soon after get Rabadon's Deathcap, followed by Death Fire Grasp. I then recommend Abyssal Scepter then a Void Staff.
Why not:
Rylai's Crystal Scepter - Well, No. You have so much burst damage you dont need to worry about slows. Besides Chum the Waters will give you a slow and a knock up. That's enough for you!
Archangel's Staff - You dont really need that much mana regen. You will get blue from your jungler. You dont need it.
Hextech Revolver - You have some pretty big cooldowns, You wont get healed fast enough.

Your first skill should be Playful/Trickster, just in case for early ganks or to harass well. After that max your Seastone Trident! Get your Ultimate when ever you can. After Seastone Trident Max out Playful/Trickster for the Cooldown. And the only skill left is Urchin Strike. Max that last.
Farming should be easy with Playful/Trickster. I recommend using just Playful when you want to farm because It gives a slow, but also a huge damage range. Try to stay close to the minion you are going to hit with a basic attack. You can use Urchin Strike to also farm (Considering it has a low mana cost) if there is a minion you wont get to on time.
