Everyone knows Garen's main focus is DPS. He is naturally DPS, it's just his thing. Some build him as tank. These runes, items and masteries focus on DPS, APS, and Critical Strike. This makes him stronger, more supportive to the team(especially supports and range, to make him focus of attacks), and get him more kills.
