This entire build is focused around Taric's heal ability's cooldown being reduced each time you attack your opponent. With the ability to get 2.5 hits in per second you should be able to perform heals constantly. In addition, his passive gives you mana for the damage you do so by getting in more hits you regain more mana and can sustain your healing. The only non-attack speed item listed is the archangel's staff which is there because spamming your heals with this item means additional max mana to support your heals even longer, plus the mana you get will also give you ability power which helps your heals even more. One thing to keep note of is that by focusing attack speed you lose some of your tanky-ness so you need to keep that in mind when charging into battle.

Note: This build is theoretical and has not been tested, in addition, until the practice game feature is re-implemented this build will remain untested. If you choose to test this out please tell me how it went.
