Let's go over Ekko, lore, abilities, and matchups. After that, you make your decision on maining the boy from Zaun who shattered time.

A prodigy from the rough streets of Zaun, Ekko manipulates time to spin any situation to his advantage. Using his own invention, the Zero-Drive, he explores the branching possibilities of reality. As well as experimenting with multi-dimensional probability, Ekko spends his days running wild with the other lost children of Zaun. Though he revels in this freedom, when there's a threat to his friends, he'll endure anything to defend them. To the unknowing observer, Ekko accomplishes the impossible with ease, time and time again.
Basically, he is this really smart orphan kid from Zaun who figured out how to control time. He goes around after that, screwing around with his new found power.
Ekko's Q is his main poke ability. He throws out a invention of his own work that hits all enemies in the skillshot's range and slows down targets at the very end, and then comes back. It's like a slowing boomerang. You want to max this out first as it is your only kind of poke and is great for laning.
W: Parallel Convergence
It is very helpful in engaging in team fights, as the shield scales off of AP and the stun helps get a few extra hits in. Don't make the mistake of thinking his W does damage, it doesn't. If jungling, get this on level 2 for more sustain in the jungle.
Phase Drive allows Ekko to go through walls or use the blink to teleport to an enemy. Use this to escape through walls and to engage. Max this out second for more damage output.
This is broken. The description does a bad job at explaining though. Once level 6, Ekko will have a hologram of himself follow him around and show where he was 4 seconds ago. When Chronobreak is activated, Ekko will jump to the hologram, becoming untargetable and invincible until there. Once there, he does massive AoE damage and heals himself(Spirit Visage fans). This ability goes great with Zhonya's hourglass as you can use the active of it to help the ghost catch up to you. Also great for escapes.
Passive: Z-Drive Resonance
Just your regular 3 hit extra damage passive. But this scales off of AP and comes off of your ablities too, so use that to your advantage.
When in lane, use your W to engage. Parallel Convergence can't be seen by the enemy until the last .5 seconds, so don't dive until then. Dive with Phase Drive(E) when they are stunned by Parallel Convergence and use Chronobreak(R)once it catches up and the enemy tries to fight once out of stun. Use Timewinder(Q)to finish off the combo when they run, as Chronobreak will do enough damage to kill or make the enemy run.
