Interesting build, and it seems like it'd work. Your title holds true, this build is very exhaustive. :) I like the fact you included oracle's elixir in there. I have nothing to critique right now, I might check back later, but I'm not a pro eve player anyways! :)

Also keep in mind you can turn on the comment to vote requirement so you don't get ninja downvotes. If you like it this way that's fine too though. :)

Yeah, having blue is important. Speaking of which, I noticed you use Greater Seals of Clarity. Perhaps you could focus on taking blue (and jungling more in general) while you roam from lane to lane looking for ganks. This would free up the Seal rune slots, give you the ability to use Hate Spike extensively, add an all-around increase your DPS and eliminate mana problems completely.

Good guide. Excellent depiction of strategy and core concepts concerning playing as Evelynn.

One criticism though:

"Evelynn is a champion who relies on deception to the highest extent, lack of awareness by the enemy to a lesser extent and straight surprise to a higher extent. As such, her skills should show the same. Eve's skill order should reflect as much damage and as great of stuns as possible to maximize damage."

I know that this is probably one of the most popular skill orders amongst Eves, excluding maxing Hate Spike first. Let me ask you, have you tried maxing Hate Spike first? Hate Spike and Lich Bane evoke some of the best dps in all of League of Legends. Ravage is a very nice nuke, but for sustained periods of damage (which is often needed from Eve, especially if your team composition is awful), Ravage does not fill the requisite of "as much damage ... as possible ... "

Let's look at how much damage three Ravages do compared to how much damage Hate Spike does in that same time frame:

I'm going to forego the calculations of Magic Resistance and Magic Penetration, as they make everything far too messy, and Ravage can't benefit from its own MP effects without more than 45% CDR, which this build does not allow for, so there's not much need for incorporating it anyway.

Assumptions: This exemplar Eve has 500 AP, 30% CDR (DFG + blue), and Lich Bane equipped

Ravage stats:

Ravage (level 5) damage: 320 + 500 (100% of AP) = 820
Ravage cooldown: 9 * (1 - .3) = 6.3 seconds
Time frame: 3 (-1) x 6.3 = 12.6 seconds (assuming first Ravage is used at 0 seconds)
Ravage dps during time frame: 3 * 820 / 12.6 = 195 dps
Lich Bane damage: 500
Lich Bane cooldown: 3 seconds
Lich Bane procs in period only casting Ravage: 3
Lich Bane damage in 12.6 seconds: 3 * 500 = 1500
Lich Bane dps in this timeframe: 1500 / 12.6 = 119 dps

Total dps for time frame: 195 + 119 = 314 dps

Hate Spike stats:

Hate Spike (level 5) damage: 85 + 140 (28% of AP) = 225 damage
Hate Spike cooldown: .8 x (1 - .3) = .56 cooldown
Time frame: 12.6 (as above)
Hate Spike damage per second: 12.6 / .56 * 225 / 12.6 = 402 dps
Lich Bane proc damage: 500
Lich Bane procs possible in time frame: 4
Lich Bane damage per second: 4 * 500 / 12.6 = 159 dps

Total dps for time frame: 402 + 159 = 561 dps

That's a difference of 247 damage per second. Translated to (247 x 12.6) 3112 damage.

So, as you can see, even in an example which lends favour towards Ravage, Hate Spike does a dramatic deal more damage. So, after seeing these numbers, which skill should be maxed first? I'll let you decide that.

If this argument doesn't persuade you and you prefer to take the "Ravage is more bursty, and Eve is a nuker, therefore Ravage should take priority" route and say "Eve shouldn't be dealing sustained damage (dps)," you at least have to give Hate Spike the merit it deserves and max it out BEFORE Shadow Walk. Shadow Walk should be maxed out last, always. A higher than level 2 Shadow Walk is not necessary when you have Malice and Spite coming off cooldown frequently and Boots of Mobility, as you can navigate from one side of the map to the other in the duration easily. If you need to stealth for longer than what level 2 Shadow Walk allows you are probably doing something wrong.

Tweaking to skill sequence, the item build, runes and masteries are areas for improvement for this guide (in my opinion), but the guide does provide great insight into what an Evelynn should be doing. So well done for that.
